WICPER

The Weeramantry International Centre for Peace Education and Research is based upon the philosophy and work of His Excellency Judge Christopher Gregory Weeramantry, former Vice President of the International Court of Justice and former Justice of the Supreme Court of Sri Lanka.

The work of the Centre will be based on the three pillars. Each of these is an indispensible instrument of Peace.

The Centre is a non-political, independent and non-sectarian organisation free of influences of any kind and will be firmly based on foundations of scholarship and universal goodwill.

OUR MISSION

We at WICPER seek to do all we can, even on a microscopic scale, to eliminate the causes of conflict through peace education, the use of international law as an instrument of peace, remolding of attitudes through cross cultural understanding and instilling a resolve to be careful trustees of the futures. If this work can be magnified ten million fold, there will be peace on earth. We do what we can and hope others will profit from our experience and propagate this message.

Training For Trusteeship
As the primary initiative of WICPER, the aim of these workshops is to train future leaders in the concept that they have duties to the community, to the environment and to future generations. The concept of trusteeship is emphasized to bring home to them the notion of responsible management of our inherited culture and resources for the benefit of those who are to come after us.

The Cultural Evening of the Training for Trusteeship Workshop highlights the richness and diversity of various cultures. This is achieved by a charity concert consisting of several acts by local performers.

Our Issues

Cross Cultural Understanding

It is for lack of Cross Cultural Understanding that many disputes arise between tribes, nations, regions, religions and civilizations. A concerted effort needs to be mounted to prevent people from being boxed in within the culture to which they were born. The Centre has done considerable work in this regard. Much of it is based on the trailblazing work of Judge Weeramantry who has written on the principal religions, extracting from their common core of central teachings the great values which all people treasure such as human dignity, the human family, the peaceful settlement of disputes, the avoidance of war, assistance to those in distress etc.

Peace Studies

This is one of the three pillars of the structure of the Centre. The Centre explores peace studies from numerous perspectives and aims at reaching all levels of society from the junior school even to the higher ranks of the bureaucracy and the judiciary. The Centre strongly believes that peace studies are a much neglected part of general education and public information. Many of the problems and tensions in societies are due to lack of information in this area.

It is a very narrow construction of peace which merely sees it as the absence of war. The overall philosophy of the Centre is the principle which Martin Luther King, Jr. so rightly stressed. “True peace is not merely the absence of tension, it is the presence of justice”.

Peace studies are a major academic discipline in their own right. They include a range of peace related topics - the human right to peace, the principal peace movements and philosophies, an analysis of the major Peace Treaties and their flaws, humanism and the humanitarian tradition, disarmament, non-violence, world order, globalization, the military-industrial-technological complex, an increase in the gender balance in all aspects of the administrative and decisional process and many more topics. They need to be integrated into educational curricula so as to be mutually complementary, without being studied in isolation from each other.

The Centre program will also cover the peaceful resolution of disputes, conciliation, arbitration, mediation, equitable sharing of resources, the peace-related teachings of the major religions, fairness in contract and the spread of notions of Equality and Freedom.

International Law

The Centre aims at correcting the widespread impression that International Law is an area of expertise reserved for the specialists. On the contrary its basic principles, simply stated, can command the support and enthusiasm of all levels of society from the school room upwards. It is for lack of this basic knowledge of International Law, and of the sacrifices of centuries that were required to achieve it that international law is permitted to be disregarded.

The Centre aims at communicating this vital information in very simple terms so that even school children can. Members of the Centre and Judge Weeramantry have made it a point to communicate the basic principles of International Law to school children - a procedure which has resulted in much interest and enthusiasm for the subject. The origins of International Law, the relationships of International Law to the teachings of world religions, the United Nations, Human Rights, the Illegality of Nuclear Weapons, The Right to Development, Customary International Law, the Peaceful Settlement of Disputes. International Environmental Law, Sustainable Development, Conservation of the Rights of Future Generations – all these are covered in the work of the Centre.

Special resources available to the Centre are the Opinions of Judge Weeramantry on the International Court of Justice, explaining numerous principles of International Law in terms of all global traditions, and his books and articles on the subjects which are described later.

Judge C.G. Weeramantry, Former Vice-President of the International Court of Justice in the course of his professional career of over six decades as lawyer, legal educator, domestic judge, international judge, author, lecturer, has touched on a wide variety of topics essential to international rule of law, cross-cultural understanding and peace education. He has written over 250 articles which has been published in various international journals and is the author of over 20 books and lectured extensively on these topics and related subjects in over 50 countries. His work contains a philosophy as well as a programme of action to achieve these purposes.The Weeramantry International Centre for Peace Education and Research (WICPER) was founded by him in 2001, has a vast corpus of research and writing as an information base from which to develop it programmes.

Judge Weeramantry recently received the UNESCO Prize for Peace Education 2006, the Right Livelihood (Alternative Nobel) Award 2007 and the Life-Time Achievement Award 2008 by Nuclear Age Peace Foundation. These were bestowed upon him in recognition of his unstinted commitment and concrete undertakings in support of the concept and culture of peace through his long and fruitful career. He continues to serve humankind by undertaking several appointments as Patron and Advisor to numerous international bodies all over the world, some of these include, his function as the President of the International Association of Lawyers Against Nuclear Arms (IALANA), Patron of the Centre for International Sustainable Development Law (CISDL) and Advisor to the Asian Society of International Law. His pre-eminence in the field of international law has been recognized by such distinction as being selected as the Judge representing the Hague’s excellence in International Law when it celebrated its 750th anniversary in 1996 and by his being selected as the jurist to represent the Third World at the World Congress on Equality and Freedom held in 1976 to celebrate the American Bicentennial.

Neshan Gunasekera Attorney at Law

Project Director
Neshan Gunasekera is a lawyer by profession and is a member of the Asian Society of International Law and the Commonwealth Legal Education Association. He has been working as the Project Director of WICPER and Legal Assistant to Judge Weeramantry since 2007 and has attended several international conferences and meetings in various parts of the world. He was selected as a member of the Sri Lankan delegation of International Students who took part in the course “Proposals toward Reconciliation in Sri Lanka” on board the 49th Peace Boat Voyage in 2005.

Neshan carries over a decade of experience working with young leaders and has functioned as the Director of the Training for Trusteeship Workshop, which is a pioneering educational project of WICPER from its inception in 2008 to date. He lectures and travels widely to communicate the ideals of international peace and justice through law at various forums. He is also the Director, South Asia Office of the International Association of Lawyers Against Nuclear Arms (IALANA) and facilitates numerous workshops on education and awareness raising on matters relating to the threat of nuclear weapons and energy.

He has followed special training in conflict transformation, resolution and mediation and lectures on subjects such as sustainable development, trusteeship, peace and cross cultural understanding, rule of law, leadership etc.

Sujatha Bulathsinhala

Secretary to Judge Weeramantry
Sujatha served the Government of Sri Lanka since 1950 for a period of 27 years working in a number of Ministries, the last being the Ministry of Defence and Foreign Affairs, in the capacity of a stenographer/secretary. In 1976 she had the opportunity of serving the Secretary General of the Non-Aligned Conference Dr. Vernon Mendis, as his Personal Assistant in organizing the first ever meeting of the Non-Aligned Movement in Sri Lanka. On retiring from the Public Service, she joined the United Nations Development Programme Colombo in 1979 and continued to work within the programme and administrative divisions for a period of twelve years till her retirement. She continues to function as Secretary to Judge Weeramantry since the inception of WICPER in 2001.

Gayani Hewawasan LLB, (OUSL)

Projects/Finance Coordinator
Gayani joined WICPER in the year 2004 and functioned as a Research Assistant to Judge Weeramantry and also carried out various administrative duties until the year 2007. She is currently the Project/Finance Coordinator of WICPER. She is a past pupil of Musaeus College and has obtained her LL.B from the Open University of Sri Lanka and is currently reading for the Final Year at the Sri Lanka Law College.

Gayani was also selected as a member of the Sri Lankan delegation of International Students who took part in the course “Proposals toward Reconciliation in Sri Lanka” on board the 49th Peace Boat Voyage in 2005. She has also been part of numerous legal and peace related research and educational projects of WICPER during this period.

Gayani is also the Finance Director of the annual Training for Trusteeship Workshop since 2009.

Janani Wijetunge LL.B (Hons)(Lond)

Project Coordinator – Peace Studies
Janani Wijetunge is a past pupil of Bishop’s College, Colombo, and obtained an LL.B (Hons) from the University of London. She has a Diploma in International Relations from the Bandaranaike Centre for International Relations and is currently a student of Sri Lanka Law College. She has been an intern at the Weeramantry International Centre from December 2007 and has assisted in numerous research and educational projects. Since 2008 she has coordinated and assisted in the logistics and administration of the annual Training for Trusteeship Workshop which is one of the key projects of the Centre.

Damithri Welikala

Project Coordinator – Multi-Cultural Research
While reading for her LL.B from the University of London International Programme, Damithri is currently the project coordinator of multi-cultural research of WICPER. Damithri has directed the Cultural Evening organized for the Training for Trusteeship Programme from its inception. This event brings together leading audio-visual performing artists, cultural artists and those who are physically challenged to one forum to focus on the importance of multicultural aspects of society.

Kaveesh Gunasekera

Intern/IT Coordinator
Kaveesh is interning at WICPER as an IT Coordinator and research assistant. He has been a member of the organizing committee of the annual Training for Trusteeship Workshops that were organized by WICPER from 2009. He has been involved in the organizing of several of the follow-up projects of the TFT workshops and has actively participated in several projects of WICPER and coordinated the Media and IT aspects of these projects.

The Centre for Dialogue is a major initiative of La Trobe University. Environmental Foundation – EFL is one of Sri Lanka’s oldest public interest organisations working in environmental conservation and protection since 1981. The organisation was established as a non-profit making institution by a group of environmentally conscious citizens who joined hands in an effort to stop the exploitation of Sri Lanka’s natural heritage in the early 1980’s. The Hague Appeal for Peace is an international network of organizations and individuals dedicated to the abolition of war and making peace a human right. The Global Campaign for Peace Education was launched at the Hague Appeal for Peace conference in May 1999. After the conference, Hague Appeal for Peace took the responsibility of coordinating the Campaign.

Indian Society of International Law – New Delhi, India
The Indian Society of International Law (ISIL), a premier national institution for teaching, research and promotion of international law, was established in 1959, primarily due to the efforts of the late V.K. Krishna Menon. It has indeed been a long and fulfilling journey for the ISIL that it has earned a pride of place among the community of international lawyers through out the world. International Committee of the Red Cross – Geneva
The ICRC, established in 1863, works worldwide to provide humanitarian help for people affected by conflict and armed violence and to promote the laws that protect victims of war. An independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. Judge Weeramantry was the guest speaker of the 63rd Annual Public Lecture by the United Nations Associations of Sri Lanka on his latest book Tread Lightly on the Earth: Religion, the Environment and the Human Future. This event was held in Colombo 3rd of May 2010 and hosted an audience of over 100 esteemed guests. Also the booklet “Why Nuclear Dangers Grow from Day to Day” by Judge Weeramantry was handed out in an attempt to create an awareness of the nuclear dangers that is prevalent and also in the wake of the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held in May 2010 at UN Headquarters in New York.

FEATURED
Training For Trusteeship
As the primary initiative of WICPER, the aim of these workshops is to train future leaders in the concept that they have duties to the community, to the environment and to future generations. The concept of trusteeship is emphasized to bring home to them the notion of responsible management of our inherited culture and resources for the benefit of those who are to come after us.

Training For Trusteeship - Cultural Evening
The Cultural Evening of the Training for Trusteeship Workshop highlights the richness and diversity of various cultures. This is achieved by a charity concert consisting of several acts by local performers.

Youth Empowerment and Legal Awareness Programmes
Recent history of Sri Lanka shows that there have been instances at which the aspirations of youth have not been heard. Through these programs, they will have an opportunity to moot their observations and bring their concerns to a common forum, which could be discussed by those within the relevant disciplines and peers from various parts of the country

International Peace University
The Centre plans for a Peace University in Sri Lanka for students from all the member states of the United Nations.

Booklet on The World Court
The booklet titled “The World Court, Its Conception, Constitution and Contribution”, authored by Judge Weeramantry was published to celebrate the launch of the Centre on 24 April 2002. 500 copies of this book were presented to schools through the Education Ministry and are currently being translated into Sinhala and Tamil.

Historical Foundations of Sri Lanka’s Common Law
Dr. Arthur Eyffinger the foremost living authority on the work of Grotius delivered a key note lecture on
“ The Contribution of Grotius to the Origin and Evolution of Roman Dutch Law” on 30th July 2002, Colombo.

Manual for Peace Education Teachers
The Centre has assisted in reviewing a peace education manual for peace education teachers on the invitation of Caritas Sri Lanka July 2002, Colombo Sri Lanka.

Truth and Reconciliation
The Centre organised a major seminar on Truth and Reconciliation - the South African Experience at the Holiday Inn Hotel which was attended by over two hundred persons including members of the Diplomatic Corps, Military Forces, Police and the general public.
The South African Truth and Reconciliation Commission has great relevance to Sri Lanka and the current peace process. A very useful discussion followed the presentation. The main speakers, who came to Sri Lanka especially to address the seminar were Professor Winston Nagan, who has direct experience of the South African Commission and Dr. Arthur Eyffinger, the eminent legal historian from Holland, who gave a historical panorama of peace and reconciliation down the ages.

Enrichment of Cultural Perspectives
Public lectures have been arranged under the auspices of the Centre to promote cultural awareness and understanding, as for example a lecture to the Dutch Burgher Union by Dr. Arthur Eyffinger on the History of the Dutch East India Company. The lecture was arranged in connection with the ceremonies commemorating the 400th anniversary of the Dutch arrival in Sri Lanka.

Seminar on International Humanitarian Law
The Centre in association with the International Committee of the Red Cross organised a seminar in Colombo on International Humanitarian law and the input of the major religions into international law.
The Seminar was addressed on special aspects of Buddhism, Christianity, Hinduism and Islam by four speakers who have specialised in these fields. Dr. A.T. Ariyaratne winner of the Gandhi Peace prize and also the winner of the Magsaysay Prize spoke on Buddhism. Dr. Arthur Eyffinger the former Chief Librarian of the International Court of Justice spoke on Christianity, Judge C.V. Wigneswaran, a Judge of the Supreme Court of Sri Lanka spoke on Hinduism and Mr. Saleem Marsoof P.C. Additional Solicitor General spoke on Islam. There was an attendance of over three hundred persons. The seminar was an important contribution to the enrichment of international humanitarian law through cross-cultural perspectives.

In recognition of the importance of this seminar the proceedings were published in the Sri Lanka Journal of International Law and also in the magazine of the Peace Unit of the Education Department.

Seminar on Nuclear Weapons
A seminar was organised at the Hotel Galadari in association with the Bar Association of Sri Lanka on the theme of nuclear weapons. It was an interdisciplinary seminar conveying both legal and scientific information and was addressed on legal aspects by Judge Weeramantry and Mr. Jayantha Dhanapala the Former
Under Secretary General for Disarmament of the United Nations and on the scientific aspects by Professor Osmund Jayaratne retired professor of Physics and former President of the Colombo
campus and Dr. Rosa a specialist in nuclear physics. The interest of the occasion was heightened by a donation of posters and films by the Mayor of Hiroshima. It was attended by over two hundred
persons from all walks of life. An attractive booklet on the Conference proceedings has being prepared for world wide circulation.

Island Wide essay competition
The Centre has offered prizes for the best essay (Rs. 30,000 at university level and Rs. 20,000 at school level) on cross cultural human rights. In 2003 the prize giving was presided over by his Excellency the Ambassador of Japan. The prize winning essay at university level has been published in the Sri Lanka Journal of International Law.

Youth Camps for young graduates
In association with the South Asia Institute of the University of Heidelberg the Centre is organising an intensive week long work shop for forty young graduates drawn from all the universities of Sri Lanka who will be instructed on all aspects of peace studies. Each participant will be asked to carry the message to six groups of forty students each.

A Vademecum of Peace Studies
Jointly authored by Judge Weeramantry and Dr. Arthur Eyffinger, the former Chief Librarian of the International Court of Justice and one of the world’s leading authorities on the history of peace, this project is well under way. Its objective is to produce an attractive illustrated book which could be used by schools throughout the world.

Free Distribution of Publications
Five hundred copies of the above publication were distributed free to five hundred schools in Sri Lanka.
Translations of the above are being done made into Sinhala and Tamil.

Peace Seminars for School Leaders
In Association with Rotaract club the Centre has provided sessions on peace studies for school prefects and school leaders. Judge Weeramantry has addressed a meeting of around 50 school leaders at the Mt.Lavinia Hotel. He has also addressed plenary sessions of Rotary International on the theme of carrying peace studies to school leaders.

Publications of Peace Studies
The Centre prepares illustrated booklets containing much information on Peace related matters The World Court: Its Conception, Constitution and Contribution. These are written at a level readily understood by children of the ages of fifteen and sixteen.

Conference for School Principals
Work has commenced with the Ministry of Education especially with the Ministry’s Peace Education Department to promote human rights and peace education within schools. As a preliminary project Judge Weeramantry addressed over 400 School Principals and Education Officials at the Education Ministry on 20th July 2002 on the importance of including peace education in the school curriculum. A sequel to this seminar is being organized where the target audience would consist of students of schools and institutions of higher education.

Multicultural Youth Camps
Youth camp for fifty, (50) children from multi-ethnic and multi-religious backgrounds was organised in association with the Institute of Integral Education, Piliyandala August 2002.

Sinhala, Tamil and Muslim children were taught about each other’s cultural traditions for two days, placed in each other’s houses for five days and brought together again for two days. This was a great success and the children have expressed the view that they are friends for life.

Australia New Zealand Society of International Law
On 28th June 2007 there was an annual meeting of ANZSIL held in Canberra. Judge Weeramantry delivered the Keynote address on Restoring the Rule of Law in International Affairs.

Launch of ICAN
On 23rd April 2007 the launch took place of the International Campaign to Abolish Nuclear Weapons in Australia. The Meeting was held in Parliament House Melbourne and the Keynote Speech was delivered by Judge Weeramantry on the “Legal and Moral Imperatives for Nuclear Abolition”. He also spoke on the growing Nuclear Threat.

Harvard Research Project
The Medical Faculty of Harvard University has been in the vanguard of research on xeno-transplantation – the transplantation of animal organs into human bodies to meet the shortage of organs from human donors.

International Commission of the Red Cross (ICRC)
The Centre collaborated with the International Committee of the Red Cross in organizing a seminar on Customary International Humanitarian Law on 1st December 2006, at the Taj Samudra Hotel, Colombo.

World Future Council
The World Future Council based in Germany, of which Judge Weeramantry is a founding member, requested the Centre to conduct a study of the teachings of the great religions on the long-term human future.

Peace Boat
The Centre has been in association with the Japanese Peace Boat which conducts voyages around the world based on the floating university concept.

US AID Anti Corruption Project
The Centre was entrusted by US AID with research on a comparative study of the Anti Corruption legislation and institutional structure in Sri Lanka. Comparisons with other jurisdictions such as Hong Kong, Singapore, Australia were involved in this study.

Sri Lanka Law Commission Project
The Centre was commissioned by the Sri Lanka Law Commission to research two neglected areas in the Justice System in Sri Lanka, namely the protection of witnesses and the rights of victims of crime.
